Law on climate change in Poland


The object of the contract called: "interwencyjna rezerwa zimna" consists in making the generation units available to the transmission system operator (TSO) to balance system active power on TSO's demand.



The service covers the following tasks:

a) maintaining the readiness of generation units to start and reach the TSO's required active power level,

b) making use of the generation units' capabilities consisting in starting these units and injecting the electricity into the network in the TSO-set volumes and timelines.


The type of the public procurement procedure applied is the negotiated procedure.

The object of the contract has been divided into four lots encompassing the TSO-dispatched generating units in the ranges of (1) 100-200 MW; (2) 200-300 MW; (3) 250-400MW; (4) 200-460MW.


Generating units eligible to participate in the tender must be TSO-dispatched units (JWCD) in the meaning of the Polish transmission network code (IRiESP).


Additional requirement is that generations units must be granted a temporary derogation from emissions standards as from 1 January 2016 under the IED Directive (Directive 2010/75/UE of 24 November 2010).


The envisaged duration of the contract is 1 January 2016 - 31 December 2017, however, the contracting entity may, before the expiry of this period, extend it by additional two years.


Contracting entity requires the economic operators to be a party to the transmission agreement for the entire period of the services rendered. To be eligible to participate in the tender economic operators must also meet all the conditions flowing from the said agreement.
