There is time only till the end of March 2013 for the entry into force of provisions extending support for high-efficiency cogeneration in Poland.

On 31 December 2012 State aid support in the form of red and yellow certificates will come to an end unless legislative changes be adopted.

Polish energy efficiency scheme using co-called „white certificates” will start as from 1 January 2013. The fresh novelty for the system arrangements is the abandonment by the Polish Ministry of the Economy of the idea of introducing statutory regime regulating the status of energy efficiency auditors.

The provisions on energy efficiency tenders will enter into force as from 2012. In 2011 there is time to carry out the necessary preparatory actions among which one of the most important is the setting up of the qualification committees, which will, it turn, train, verify, and authorise energy efficiency auditors.

The bill introduces into the legal order the so-called “white certificates” i.e. energy efficiency certificates, which will issued by the Polish energy regulatory authority (URE). Energy efficiency certificates will incorporate tradable rights and will be evidenced by entries in the registry established by the commodity exchange or regulated market.
